Dr. David Low is the Chairman of HAL. He has a broad range of experience in the consideration and use of S&T advice in policy and regulation development, both as a consultant and as an ADM in the federal government. David has a BSc in Chemical Engineering from Queen's University and a PhD in Physical Chemistry from the University of Cambridge.
