Team

HAL has a solid reputation, both in Canada and internationally, for building and managing large teams, and delivering high quality products. We have an extensive network of contacts in the Canadian S&T community upon which we can draw to meet client requirements. HAL teams can provide services in both English and French, and often in other languages as needed.



David Low

David LowDr. David Low is the Chairman of HAL. He has a broad range of experience in the consideration and use of S&T advice in policy and regulation development, both as a consultant and as an ADM in the federal government. David has a BSc in Chemical Engineering from Queen's University and a PhD in Physical Chemistry from the University of Cambridge.

 
David Arthurs

David ArthursDr. David Arthurs is the President of HAL. David specializes in economic analysis, policy development, and strategic planning for public sector science and technology organizations. David has a BASc in Mechanical Engineering from the University of Waterloo, an MBA from the University of Ottawa, and a PhD from the School of Business at Queen's University.

 
Warren Wong

Warren WongWarren Wong is a Principal with HAL, with over 20 years consulting experience. He has been involved in all aspects of evaluation and review, such as results-based management accountability frameworks, evaluation assessments, development of indicators, monitoring of ongoing projects and programs, identification of issues for evaluation and review, policy reviews, evaluation studies.

 
Tijs Creutzberg

Tijs CreutzbergDr. Tijs Creutzberg     is a Principal at HAL with over 10 years of consulting and research experience in public policy and administration related to research, innovation, and technology-based economic development. He holds a PhD in Political Science from the University of Toronto, an MSc in Technical Change and Industrial Strategy from Manchester Business School, and a BASc in Mechanical Engineering from the University of Waterloo. Paul Johnston

Paul Johnston is a Senior Associate with HAL.  Previously to joining HAL, Paul was the President of Precarn, an organization that funds and promotes collaborative research and development in the field of robotics and intelligent systems.  Paul holds degrees in Aerospace Engineering, Education and Law from the University of Toronto, and is a Member of the Bar in the Province of Ontario.

 
Ed Kennedy

Ed Kennedy is a Senior Associate with HAL, and Managing Director of Canadian GeoProject Centre, an international project development organization in the geospatial information technology industry. He has over 35 years experience in the government, industry and not for profit sectors, and has expertise in strategic planning, program assessment, industry analysis and workshop facilitation. Ed holds an engineering degree from the University of New Brunswick and an MBA from the University of Ottawa.

 
Allison Bramwell

Allison BramwellDr. Allison Bramwell is a Senior Associate at HAL and has over 15 years of research and consulting experience in various areas of public policy including urban governance, labour market policy, and the dynamics of innovation and economic performance in Canadian city-regions. She holds a PhD in Political Science from the University of Toronto, with a specialization in Canadian Public Policy, and is a Postdoctoral Research Fellow with the Program on Globalization and Regional Innovation Systems at the Munk School for Global Affairs.

 
David Wolfe

David WolfeDr. David Wolfe is a Senior Associate with HAL, and a Professor of Political Science at the University of Toronto. His current research focuses on the nature of regional innovation systems and knowledge transfer in local and regional economies. David holds a B.A. and an M.A. in Political Science from Carleton University and a PhD from the University of Toronto.

 
Charles Davis

Charles DavisDr. Charles Davis is a Senior Associate with HAL. His educational background is in science and technology policy and management at the doctoral level, in history and philosophy of science at the Master’s level, and in biology at the undergraduate level. He has twenty years of work experience as a policy researcher, analyst, research program and project manager, and academic teacher and researcher.

 
Bill Coderre

David ArthursDr. Bill Coderre is a Senior Associate at HAL, having recently retired from the Natural Sciences and Engineering Research Council of Canada.  Before that he was with the Department of Foreign Affairs and International Trade, Industry Canada, and the National Research Council.  He has a forty year career in S&T Policy Analysis and Development and in the management of Technology Transfer and Marketing in both the public and private sectors.  Bill has a PhD in Physics from the University of Ottawa

 
Christine Havey

Christine HaveyChristine Havey is a Senior Consultant with HAL. She has a broad-based background in marketing and business management, and has eight years of project experience in the fields of management of technology, market research, and program evaluation. She has been responsible for numerous case studies, workshops, and surveys. Christine obtained her commerce degree from the University of Ottawa.

 
Russell Robinson

Russell RobinsonDr. Russell Robinson is a Senior Associate with HAL. Russ earned his MA and PhD degrees in economics at Yale University, after completing his Bachelor of Commerce degree at the University of British Colombia. As a consultant he specializes in public policy and strategic management.

 
Adam Holbrook

Adam HolbrookAdam Holbrook is a Senior Associate with HAL, and an Adjunct Professor and Associate Director at the Centre for Policy Research on Science and Technology, at Simon Fraser University in Vancouver, BC. Adam has a Masters degree in physics from the University of Western Ontario, a Bachelors in physics from Dalhousie University, and a Bachelors in engineering from the University of Ottawa.

 
Kathleen Yung

Kathleen Yung is a Consultant with HAL. She has had a broad academic and professional background in the public, private, and non-profit sector, including three years in Zambia with Engineers Without Borders building her experience in the fields of program assessments, the agricultural sector, business plans, and market research. She holds a Bachelor Degree in Civil Engineering from the University of Waterloo.

 
Erik Lockhart

Erik LockhartErik Lockhart is a Senior Associate with HAL. He is the Manager of the Queen's Executive Decision Centre at Queen's University. Erik is the facilitator of workshops run by HAL in cooperation with the Queen's University. The Group Decision Support System (GDSS) is designed to enable a group of participants to work interactively in a computer mediated environment.

 
Matthieu Pinard

Matthieu PinardMatthieu Pinard is an Associate with HAL. He is responsible for the information technology aspects of projects, including development of project web sites, design and implementation of electronic surveys, the use of group decision support systems, and the application of statistical analysis software. Matthieu has a Bachelor of Commerce degree from Queen's University.

 
Sheryl Cinnamon

Sheryl CinnamonSheryl Cinnamon is the Vice President Finance at HAL. Over the last 25 years, she has attained extensive experience in corporate finance for the service industry. Her specialty lies with the development and implementation of financial management systems. Sher's background includes financial reporting, performance analysis, cash management, budgeting, contract administration, and project financial management.

 
Kim Donnelly

Kim DonnellyKim Donnelly is a Senior Accountant/Assistant Controller with HAL. She has been with Hickling for 15 years. Kim is solely responsible for the management of employee benefits, processing payroll, and maintaining the accounting software. She co-ordinates the monthly process through which she prepares financial statements. Kim has also been involved in the preparation of the corporate budget.
