Performance Measurement and Evaluation Plan
Health Canada and Environment Canada have mandates to protect the health of Canadians and the environment. The Chemicals Management Plan (CMP) is a joint initiative of these departments designed to reduce duplication, and increase efficiency, effectiveness and economy in discharging their mandates. Accordingly, building on the success of their joint governance and management system for the Canadian Environmental Protection Act (CEPA), this system was enhanced and given the additional responsibility for CMP.
An initial Results-based Management Accountability Framework (RMAF) was developed to assist the departments to implement the CMP; as well, a Management Accountability Framework (MAF) is being developed to assist management to provide joint oversight and direction to the activities requiring alignment between the two departments.
HAL is validating and further developing the logic model, performance measurement plan and evaluation plan in Version 1 of the CMP RMAF, and conducting an analysis of CMP implementation to date. The RMAF will serve to assess progress made in implementing the CMP, its service delivery mechanism, including governance and management systems, and results achieved. HAL will also identify good practices and lessons learned that will improve the likelihood of achieving the CMP’s planned outcomes.
