We have an extensive network of contacts in the Canadian S&T community upon which we can draw to meet client requirements. HAL teams can provide services in both English and French and often in other languages as needed.
David Arthurs Dr. David Arthurs is the President of HAL. David specializes in economic analysis, policy development, and strategic planning for public sector science and technology organizations. David has a BSc in Mechanical Engineering from the University of Waterloo, an MBA from the University of Ottawa, and a PhD from the School of Business at Queen's University.

Warren Wong Warren Wong, a Principal with HAL, has over 25 years' experience in strategic planning, public policy, research and innovation, performance measurement, evaluation and social-economic impact assessment. His experience covers labour market and workforce development, community economic and social development, information and communication technologies in Canada and overseas. He has an M.A. in International Development and a B.A. in Political Science from Carleton University, and holds the Credentialed Evaluator (CE) designation.

Ed Kennedy Ed Kennedy is a Senior Associate with HAL. Previously he was Managing Director of Canadian GeoProject Centre, an international project development organization in the geospatial information industry, President of the Geomatics Industry Association of Canada and an ADM with the Government of Alberta. He has over 35 years experience in the government, industry and not for profit sectors, and has expertise in strategic planning, program assessment, industry analysis and workshop facilitation. Ed holds an engineering degree from the University of New Brunswick and an MBA from the University of Ottawa.

Christine Havey Christine Havey is a Senior Consultant with HAL. She has a broad-based background in marketing and business management, and has eight years of project experience in the fields of management of technology, market research, and program evaluation. She has been responsible for numerous case studies, workshops, and surveys. Christine obtained her commerce degree from the University of Ottawa.

David Wolfe Dr. David Wolfe is a Senior Associate with HAL, and a Professor of Political Science at the University of Toronto. His current research focuses on the nature of regional innovation systems and knowledge transfer in local and regional economies. David holds a B.A. and an M.A. in Political Science from Carleton University and a PhD from the University of Toronto.

Charles Davis Dr. Charles Davis is a Senior Associate with HAL. His educational background is in science and technology policy and management at the doctoral level, in history and philosophy of science at the Master's level, and in biology at the undergraduate level. He has twenty years of work experience as a policy researcher, analyst, research program and project manager, and academic teacher and researcher.

Erik Lockhart Erik Lockhart is a Senior Associate with HAL. He is the Manager of the Queen's Executive Decision Centre at Queen's University. Erik is the facilitator of workshops run by HAL in cooperation with the Queen's University. The Group Decision Support System (GDSS) is designed to enable a group of participants to work interactively in a computer mediated environment.

Sheryl Cinnamon Sheryl Cinnamon is the Vice President Finance at HAL. Over the last 25 years, she has attained extensive experience in corporate finance for the service industry. Her specialty lies with the development and implementation of financial management systems. Sher's background includes financial reporting, performance analysis, cash management, budgeting, contract administration, and project financial management.

Kim Donnelly Kim Donnelly is a Senior Accountant/Assistant Controller with HAL. She has been with Hickling for 15 years. Kim is solely responsible for the management of employee benefits, processing payroll, and maintaining the accounting software. She co-ordinates the monthly process through which she prepares financial statements. Kim has also been involved in the preparation of the corporate budget.
