Dr. David Arthurs is the President of HAL. David specializes in economic analysis, policy development, and strategic planning for public sector science and technology organizations. David has a BSc in Mechanical Engineering from the University of Waterloo, an MBA from the University of Ottawa, and a PhD from the School of Business at Queen’s University.
