HAL will be providing assistance to the three granting councils – the Natural Sciences and Engineering Research Council (NSERC), the Social Sciences and Humanities Research Council (SSHRC), and the Canadian Institutes for Health Research (CIHR) – to work collaboratively with the Association of Universities and Colleges of Canada (AUCC) and other institutions and stakeholders to develop and draft a new research integrity policy. This project builds on HAL’s previous experience in analyzing the state of research integrity and misconduct policies in Canada for the Canadian Research Integrity Committee.

7934 Design and Implementation of a Performance (Value-for-Money) Audit

HAL has been selected to perform a performance audit to assess CANARIE’s economy, efficiency and effectiveness by examining planned inputs against actual resource inputs, planned processes against actual processes implemented, and finally, planned outputs against actual outputs achieved. The performance will include an assessment of governance and management structures, strategic and corporate planning, financial management, program management processes, relationship with ORANs, risk management mechanisms, performance monitoring, communication strategies and human resource planning.

7929 International Science and Technology Partnerships Program

HAL has been asked by Precarn to provide a recommendation for a new structure to streamline the delivery of the International Science and Technology Partnerships Program (ISTPP). The ISTPP was announced by the Government of Canada in June 2005, as a program to promote international collaborative research and development activities. The objective of the five-year, $20-million program is to increase the international competitiveness and prosperity of Canada by building stronger science and technology relationships with Israel, India, China and Brazil. In the 2010 Federal Budget, an additional $8 million was allocated to the ISTPP.

HAL has been asked by Precarn to conduct an evaluation of projects under the Precarn-Alberta R&D Funding Program. The Program is in support of the development and implementation of intelligent ICT systems and was developed especially to meet the needs of Alberta businesses in exploiting a commercial opportunity and demonstrating a new economic benefit to Alberta. The Program is jointly sponsored by Precarn with the Advanced Education and Technology (AET) Department of the Government of Alberta and Western Economic Diversification (WD) Canada.

HAL, in cooperation with the Ontario Network on the Regional Innovation System at the University of Toronto, is developing an innovation scorecard for the Province of Ontario. The Scorecard consists of a measurement framework and corresponding set of indicators to portray the innovation performance of the province in a manner that is useful and informative for government decision making and which can be regularly updated.
