Alberta Employment and ImmigrationHAL has been engaged by Alberta Employment and Immigration, acting on behalf of the Forum of Labour Market Ministers Secretariat, to develop an inventory of current initiatives by federal and provincial/territorial governments aimed at addressing basic literacy and digital skills gaps amongst Canada’s workforce and identify promising practices for improving productivity in Canada.
European Space AgencyHAL is collaborating with an international group of organizations to examine how space-based systems can support policies in Europe and Canada. Space systems being examined include communications, earth observation, navigation, and science. Arctic policies cover safety, the environment, economic development, sovereignty, and indigenous and social development.
Red Tape Reduction CommissionIn support of the efforts of the Red Tape Reduction Commission Secretariat, HAL is preparing a background paper on the impact of compliance requirements on innovation in Canadian small business.
Compute CanadaHAL is assisting Compute Canada examine the issues surrounding the location of high performance computing systems and data centres in order to rationalize existing computer infrastructure and to inform future infrastructure acquisitions and placement.
HAL Partner Tijs Creutzberg recently gained recognition in the media for his paper “Canada’s Innovation Underperformance: Whose Policy Problem Is It?”. Tijs brings attention to the fact that Canadian firms are regularly outperformed in terms of innovation. In his paper, he argues that Canadian federalism is at least part of the problem.
